Severe airstrikes by the military junta continue to result in tragic civilian and child casualties, while food insecurity, severe malnutrition among internally displaced persons (IDPs), and rising living costs pose critical concerns. Concurrently, resistance movements, international diplomatic developments, rule of law enforcement, illegal crime suppression, and regional weather warnings continue to unfold.

Military Affairs, Strength, and Airstrikes

An IDP camp in the eastern part of Loikaw Township, Kayah State, was bombed by the military junta via airstrikes on the afternoon of October 31, resulting in the deaths of three children – a fourth-grader and two fifth-graders – according to U Banya, Secretary-2 of the Karenni State Interim Executive Council (IEC). Two school teachers and eight students sustained injuries, with one in critical condition.

The military junta’s forces launched airstrikes using jet fighters on October 31 against two areas: the KNLA Brigade (19) territory in Paingkyon Township, Hpa-An District, under KNU Brigade (7), and the Thaw Le Hta area along the Salween River in the Thai-Myanmar border under KNU Brigade (5).

IntelliNews reported that the Myanmar military junta rejected the ASEAN special envoy’s request to meet with former State Counsellor Aung San Suu Kyi and sent her back, while on the very same day, it launched an airstrike on a Buddhist scripture-reciting ceremony, alongside cross-border artillery shelling that injured a Thai national.

Domestic News and Social Activities

Due to insufficient food supplies leading to severe malnutrition, IDP children and pregnant women are losing their lives in Rakhine State and the Central Myanmar (Wetlat/Ayeyarwady/Magway) regions, according to the head of the Ramma Myay Relief and Rescue Organization in Kyaukphyu Township and other IDP support groups.

In the Pakokku rice market at the beginning of November, top-grade rice from Shwebo and Salin continued to soar in price, reaching around 250,000 kyats per bag.

To eradicate online scams and gambling operations that threaten global socio-economic spheres and national security, eight out of 63 illegal buildings in the second phase of the Shwe Kokko area have been demolished, and the remaining 55 buildings will be systematically destroyed.

In the Revolutionary Comedy Illustration Contest organized jointly by the Dhamma Revolutionaries Group and Ma Shwe Hyu, Shwe Bo District Battalion (17) won the first prize (4 million kyats), Myinmu Township PPDF won the second prize (2 million kyats), and Yangon Region PPDF Strike Force (3) secured the third prize (1 million kyats).

International and Regional Relations

Philippine Foreign Secretary Theresa Lazaro, acting as the special envoy of the ASEAN Chair, concluded her two-day visit on October 29 after conducting humanitarian assistance trips in Shan State and holding discussions with the junta’s Foreign Minister Tin Maung Swe in Naypyidaw. Although the Myanmar Foreign Ministry’s statement claimed the discussions aimed to restore Myanmar’s original rights and role within ASEAN, it completely omitted any mention of Aung San Suu Kyi.

Myint Swe, President of the Federation of Workers’ Unions of Myanmar (Japan) (FWUBC), urged Myanmar migrant workers in Japan to defy the military junta embassy’s recent decree requiring them to submit a 2% salary income tax and proof of family remittances spanning the past three months when renewing their passports.

India’s Enforcement Directorate (ED) arrested four more individuals linked to the cross-border drug smuggling and Hawala illegal money transfer network between India and Myanmar, bringing the total number of arrests to 10, while freezing 991 suspected bank accounts.

Overseas Myanmar and International News

A brawl broke out in front of a public restroom at a street-food market in Na Kluea, Pattaya, Thailand, between five heavily intoxicated Chinese men and two Thai restroom attendants over a cleaning fee dispute. One of the Thai attendants struck two of the Chinese men with the handle of a modified BB gun, causing head injuries, and all involved parties were taken to the Pattaya police station.

In Batticaloa, over 60-year-old Tamil woman Thaaradadevi Sthkanamoorthy and three others continued their 1,604th consecutive day of protest holding a handwritten list containing the names of 124 missing husbands, fathers, and siblings who disappeared during Sri Lanka’s civil war.

Reports indicated that the detention of a Czech national by China’s Ministry of State Security (MSS) reflects a “hostage diplomacy” tactic aimed at pressuring the Czech government to release a suspected Chinese spy, paralleled by similar arbitrary detentions of US citizens, a recently released British citizen, and two Japanese business figures working in sensitive rare-earth sectors, alongside missing Chinese journalists, lawyers, and NGO workers.

Speaking at the 20th-anniversary memorial of Nuankoi Phawiwat – a taxi driver who committed suicide in October 2006 in protest against the Thai military coup – People’s Party leader Natthaphong Ruangpanyawut called for retroactive legal accountability against past coup makers in Thailand to prevent future military takeovers and establish genuine democracy.

The Office of National Water Resources (ONWR) issued warnings for eight provinces in Thailand to prepare for potential flooding caused by rising sea levels driven by strong easterly winds and a high-pressure system from China affecting coastal areas such as Bang Pakong, Chao Phraya, Tha Chin, and Mae Klong from October 31 to November 4.

Summary

Overall, the military junta continues to ruthlessly launch airstrikes on IDP camps, schools, and religious ceremonies, completely disregarding international and ASEAN diplomatic appeals. These attacks have not only claimed the lives of civilians and children but have also subjected IDPs to severe food shortages and malnutrition. Meanwhile, while revolutionary forces actively mobilize efforts to counter oppressive overseas decrees targeting Myanmar citizens, it remains crucial to simultaneously monitor domestic rule of law, the suppression of illegal syndicates, and looming regional natural disaster risks.
