Myanmar’s military fired on and detained a rescue team in flood-hit Dawei District on the morning of 2 October, as flooding and landslides across the district have killed at least 41 people since late September, according to Dawei Watch, underscoring the regime’s continued obstruction of humanitarian relief even as natural disaster and armed conflict compound each other across the country.
Flooding and military interference in Dawei District
In Dawei District, where flood-affected communities urgently need assistance, military forces have reportedly continued airstrikes while also firing on and detaining rescue workers and forcibly taking civilians and young people as porters. On the morning of 2 October, a rescue team travelling by boat was fired upon and stopped by military personnel from a naval vessel, and more than 10 people were taken away and had not been released at the time of reporting. Villages along the Mu River in Taze, Ye-U and Khin-U townships have again experienced flooding as river levels rose and water was released from the Thaphanseik Dam at a reported rate of 30,000 cubic feet per second. The Ye-U Township People’s Defence Force issued a warning on 30 September urging villages along the Mu River to remain on high alert. In Chin State, continuous rainfall has caused flooding and landslides that have damaged hospitals, clinics, schools, homes, roads and bridges, with emergency assistance reportedly needed.

Assessment
Recent developments show the regime’s airstrikes and its continued obstruction of rescue operations compounding the humanitarian toll of this week’s flooding, leaving flood-affected communities in Dawei, Sagaing and Chin to face intensifying hardship on two fronts natural disaster and military repression with no sign of relief from either.
