The Steering Council for the Emergence of a Federal Democratic Union (SCEF) met with some diplomats from Thailand and Myanmar based international embassies in Bangkok on June 5, according to media reports.
The meeting was attended by diplomats from about 29 countries and some international organizations and it is not disclosed which countries participated.
The SCEF is a prominent political and military alliance formed by Myanmar’s democratic resistance including the National Unity Government (NUG) and Ethnic Armed Organizations (EAOs) to challenge the military junta and build a federal democratic system. It was established as a centralized body for revolutionary collective leadership.
The SCEF’s founding statement said the body is built on three pillars – representation of states and federal units; representation of EAOs and the public; and representation of women – and aims to facilitate discussion and the sharing of military, political, federal, and institutional perspectives among member groups.
The formation of the SCEF aims to accelerate the revolution, secure an early victory, and establish a transitional government to advance the building of a federal democratic union. Its vision and strategic goal are to shape a new political landscape that will ultimately dismantle all forms of authoritarian rule, including military dictatorships.
Formed in March 2026, the SCEF is a response to the Myanmar military junta that grabbed power in 2021 and recently repackaged itself as a “quasi-civilian” regime with the coup leader Min Aung Hlaing as president. Myanmar’s officially-elected leader Aung San Suu Kyi was arrested and remains in jail or some form of “house arrest”.
