Myanmar embassies tighten passport renewals and category conversions across overseas missions

Myanmar diplomatic missions in Singapore, Thailand, Japan, Australia, and New Zealand have introduced stricter processing rules and mandatory clearance requirements for passport category conversions, creating significant delays for overseas citizens.

A Myanmar national with a Passport for Visit (PV) living in Singapore told DVB on the condition of anonymity that the process takes around two months to change to another passport category because the embassy now requires applicants to undergo additional review and clearance from the regime in Naypyidaw.

Key Policy Changes and Procedures

• Naypyidaw Approval Required: Applications involving a change in passport category—such as converting a Passport for Visit (PV) to a Passport for Jobs (PJ) or Passport for Education (PE)—now require background reviews and formal clearance from authorities in Naypyidaw before approval.

• Extended Processing Deadlines: Category conversion reviews require at least two months to process, leaving applicants in legal limbo while awaiting authorization.

• Same-Category Exception: Overseas diplomatic missions retain authorization to process same-category passport renewals directly without sending applications to Naypyidaw for secondary clearance.
