AA Chief General Twan Mrat Naing invites UN Special Rapporteur to investigate allegations of human rights abuses in northern Rakhine, including Htan Shauk Khan

The Arakan Army (AA) has rejected the accusations of a massacre in the Muslim village of Htan Shauk Khan, located in Buthidaung Township, Rakhine State. AA Chief General Twan Mrat Naing has extended an invitation to the UN Special Rapporteur, Mr. Thomas Andrews, who is tasked with investigating claims of human rights abuses in northern Rakhine, including the alleged massacre.


This was mentioned in paragraph (70) of the report from the UN Special Rapporteur on the human rights situation in Myanmar, Mr. Thomas Andrews, presented to the Human Rights Council on October 20, 2025.


“The Special Rapporteur has had numerous discussions with the leaders of the Arakan Army, including its Commander in Chief, General Twan Mrat Naing. The AA Commander in Chief strongly rejected allegations made by Rohingya advocates and human rights organizations that the Arakan Army is responsible for abuses. He expressed concerns that the Arakan Army's image is being “smeared” through information that is unverified and fabricated. He has invited the Special Rapporteur to investigate accusations of human rights violations, which includes visiting the location of the purported massacre in Htan Shauk Khan village.”
