Senior leaders from the United League of Arakan/Arakan Army (ULA/AA) and the Steering Council for the Emergence of a Federal Democratic Union (SCEF) convened for a two-hour virtual meeting on October 8.

Formed on March 30, 2026, the SCEF serves as an alliance-based coordination platform uniting Myanmar’s anti-junta resistance under a single political, military, and institutional framework.

According to an October 10 announcement by the SCEF, the session was moderated by Dr. Zaw Wai Soe (Coordinator of the SCEF Secretariat) and opened by Rotating Chair Khu Oo Reh. The ULA/AA delegation was led by Deputy Commander-in-Chief / Deputy Chairman (1) Dr. Nyo Tun Aung, while National Unity Government (NUG) Acting President Duwa Lashi La also contributed remarks.

The SCEF expressed grief and solidarity with the people of Arakan regarding the September 28 junta airstrikes on the "Indian Market" and the Kissapanadi Bridge near Kyauktaw, which killed 50 civilians and injured 57.

Participants stated that the military's targeted aerial bombardment nationwide constitutes a war crime that deepens the humanitarian crisis and intensifies the civil war.

The ULA/AA addressed inquiries concerning ongoing regime offensives in Arakan, while the SCEF shared updates on its transitional political and institutional processes.

Both sides held open discussions on emergency relief, public health needs, and administrative coordination in Arakkha State.

Dr. Nyo Tun Aung delivered the closing remarks following a joint Q&A session. This marked the second formal engagement between the two bodies, following their initial online consultation on July 23, 2026.

Additionally, the Spring Revolution Alliance (SRA) confirmed that Dr. Nyo Tun Aung attended its second conference from September 28 to 30.
