Revolutionary Politics and Military Developments

•              In several wards of Mandalay, residents eligible for military service are reportedly being pressured to register at ward administration offices and take part in conscription lotteries. Residents say officials have threatened that those who fail to appear may be given priority for selection.

•              Fighting between military forces and allied resistance groups is continuing west of Milepost 144 on the Yangon–Mandalay Expressway in Oktwin Township, Taungoo District, Bago Region. Sources say the military situation remains tense and displaced residents need humanitarian assistance.

•              Military and transport vessels travelling downstream from Bhamo and Shwegu in Kachin State reportedly passed near Kyauklone village in Kanbalu Township, Sagaing Region, and continued southward, according to the Wetlet Informational Network.

•              In an area containing oil fields near the border of Myaing and Pauk townships in Magway Region, resistance forces reportedly attacked a military position with a 500-pound bomb. Casualties were reported on the military side, and the security situation remains tense.

•              Dr. Ye Tun Zaw, Prime Minister of the Magway Federal Unit Government, told Mizzima in an exclusive interview that discussions are underway with the National Unity Government (NUG) to transfer People’s Defence Forces in the Magway Federal Unit under the command of the federal unit government.

•              In Aye village, Myingyan Township, Mandalay Region, four local civilians were reportedly tortured and killed by Pyu Saw Htee members. Residents have since fled the village.

Domestic Social and Health Developments

•              A former political prisoner from Kale Prison in Sagaing Region has died of cancer after reportedly being denied medical treatment for injuries sustained during interrogation, according to a friend.

•              The displacement of residents from Aye village after the killing of four civilians highlights the continuing threats to civilian safety and the ongoing problem of forced displacement in conflict areas.

Economy and Environment

•              An Australian athlete who won a Hyrox competition in China despite competing after becoming soiled with feces later apologized online to the Chinese people and fellow competitors.

•              Reports indicate that one of Tesla’s most popular electric vehicle models can currently be purchased at a lower price in Tokyo, Japan, than in many other parts of the world.

Thailand and the Region

•              More than 100 Blackchin tilapia, an invasive fish species originally from Africa, were caught in Lam Pao Reservoir in Kalasin Province, Thailand, on 18 and 19 September. Fisheries officials said the spread of the species remains limited at present.

•              In Lom Sak District, Phetchabun Province, overnight heavy rain caused the Pa Sak River to overflow, triggering flash flooding and forcing around 300 households to evacuate to safer areas.

•              In Doi Inthanon National Park, Chiang Mai, two tourist attractions were temporarily closed on 19 September after continuous heavy rainfall caused flash flooding, as a safety precaution for visitors.

International Developments

•              Following the death of Mao Zedong, successive Chinese leaders sought to prevent excessive concentration of power by promoting collective leadership, term limits and institutional checks. Analysts argue that under Xi Jinping, many of these mechanisms have weakened and power has become increasingly centralized.

•              Reports concerning Tibet say growing numbers of Tibetans believe coexistence under the Chinese Communist Party (CCP) has become increasingly difficult because of alleged broken agreements, cultural repression and restrictions on fundamental freedoms.

•              Radio Taiwan International (RTI) and University of Taipei signed an agreement on 16 September to cooperate on youth development, practical experience-sharing and international communications.

•              The Philippines said a Chinese Coast Guard vessel collided with a Philippine government vessel in disputed waters in the South China Sea on the morning of 18 September. China’s Coast Guard blamed the Philippine vessel for the incident.

•              Russia said it had attacked the De Novo data centre in Kyiv, one of Ukraine’s largest data centres.

•              Russian authorities reportedly seized the remaining businesses and assets of Nestlé and three French business groups, in what was described as one of Moscow’s latest retaliatory measures against Western companies following sanctions linked to the war in Ukraine.

•              Polish Prime Minister Donald Tusk warned that Russia was planning attacks against countries supporting Ukraine.

•              In a Rumavi assessment of countries considered suitable for relocation, Taiwan ranked first in East Asia and fifth globally, with a score of 71.4 out of 100.

•              The book ‘Far from the Homeland: The Life Journey of Uyghurs in Exile,’ written by Xiao Hongbai, examines the trauma, difficulties of adaptation and intergenerational experiences of Uyghurs who have been forced to leave their homeland and live abroad.
