SAC-M demands benchmarks and penalties as Myanmar regime mocks ASEAN peace plan

The Special Advisory Council for Myanmar (SAC-M), an independent group of international human rights experts, has called on the Association of Southeast Asian Nations (ASEAN) to immediately enforce binding compliance deadlines and escalating penalties on Myanmar’s military regime, warning that five years of soft diplomacy have ended in total humiliation.

The statement follows the 59th ASEAN Foreign Ministers’ Meeting (AMM) in Manila, Philippines, where regional leaders agreed to draft progress metrics ahead of the November ASEAN Leaders’ Summit, even as Naypyidaw’s pro-military parliament formally rejected the regional peace plan and regime media mocked ASEAN diplomats.
