Provisional governments in Sagaing and Mandalay regions join SCEF resistance coalition

Two major provisional governing bodies in central Myanmar—the Sagaing Federal Unit and the Mandalay Region Interim Administrative Council—have formally agreed to join the Steering Council for the Emergence of a Federal Democratic Union (SCEF), significantly expanding Myanmar’s premier resistance coalition.

According to an official SCEF statement on Monday, the Mandalay Region Interim Administrative Council finalized its decision following a second round of bilateral talks on Aug. 13–14 regarding the alliance’s structural and operational framework, while the Sagaing Federal Unit separately notified the coalition of its accession.
